The Worlds first English speaking university began 800 years prior to New Deal.
Degrees existed almost 300 years before Oxford University.
Degrees existed over a millennium before New Deal.
Graduates found it difficult to get a skilled job decades before the recent recession and therefore before New Deal.
Why didn’t Labour include this in their New Deal scheme?
