SUBSISTENCE ALLOWANCES IN FLEXIBLE NEW DEAL
— Customers who are sanctioned whilst they are receiving Jobseeker's Allowance on the flexible New Deal will still have exactly the same option to re-comply, and so reinstate their income, but on return to the flexible New Deal will be placed on a Subsistence Allowance (not a Training Allowance) at the same rate as their Jobseeker's Allowance.
— Unlike a Training Allowance, a Subsistence Allowance will not relax their labour market conditionality. This mechanism replicates the sanctioning arrangements in the existing New Deals but ensures that, on re-engagement with the flexible New Deal, customers who have had their Jobseeker' Allowance sanctioned (and who should not be on a Training Allowance) have the same jobseeking responsibilities as other customers who have not been sanctioned.
